Through the environmental chapter of the Agricultural Policy Framework, Agriculture and Agri-Food Canada (AAFC) and the Ontario Ministry of Agriculture, Food and Rural Affairs (OMAFRA) jointly funded the Canada-Ontario Water Supply Expansion Program (COWSEP). The Agricultural Adaptation Council administers Tier 2 and 3 of the COWSEP program.

COWSEP is no longer accepting applications.  All ongoing projects must be completed and claims submitted to the AAC office by January 31, 2009. All eligible claims will be reimbursed by the AAC on or before March 31, 2009.  To see a complete list of COWSEP projects please click here.

COWSEP was a program run under the National Water Supply Expansion Program (NwSEP), available at http://www4.agr.gc.ca/AAFC-AAC/display-afficher.do?id=1181583909525&lang=e  .  COWSEP was developed by identifying the constraints, information gaps, priorities, principles, elements and criteria through the Provincial Scoping Study, available at http://www.agr.gc.ca/pfra/water/natsupply4_e.htm#pson.
